2003: p. 43) 3 Asylum seekers in Britain Facts and debate This chapter, opening with a glance at a number of current media assertions, goes on to present some statistics of immigration into Britain. Reception procedures, underwritten by government policies, are considered, followed by an outline of proposals from nongovernmental organisations for improving the ways in which UK asylum seekers have been handled. Legal approaches and measures are discussed in some detail, together with the debatable issues they raise.

Visas are introduced. Housing rights are reduced. 1996 Asylum and Immigration Act—provides for fast-tracking of applications, criminalises false entry attempts, brings in more benefit reduction, introduces a ‘white list’ of ‘safe countries’. 1998 Immigration and Asylum Act—brings in a range of sanctions against carriers, provides for detention where necessary, removes benefits rather drastically, arranges for asylum seeker dispersal to provincial ‘clusters’, increases powers for investigation, search and arrest.

Was this not, in effect, punishment of a refugee for behaving like a refugee? Over the last fifty years, many thousands of refugees have fled their homes with the barest of necessities, unable to get valid documentation from an authority from whose persecution they are escaping. It is likely that women, in particular, may not have access to or own their own travel or identity papers. The Act of 2004 will be there in the statute book firmly enough, but its tenor will be deplored by many who have to wrestle with the unforeseen and the incalculable, factors which make for problematic dealings with inarticulate and apprehensive seekers after a safe and ordered existence.
