SALKIND POLICY AND POLICY ANALYSIS The relationships between the public schools in this country and other institutions such as the family, the legal system, and political groups are becoming increasingly complex. With rapid technological and sociological changes taking place-such as the introduction of the computer as a learning aid, legal and ethical considerations in the education of children, and the changing nature of the family itself-everyone involved in the educational process is faced with important questions that, more often than not, have answers with far reaching implications.
This is of critical importance, for without a clear idea of the problem that we believe needs attention, it is difficult, if not impossible, to derive a solution. We want to be as sure as possible that final recommendations attend to the problem, and that we have not strayed too far from our original purpose. We must also address our attention however to the level at which the problem appears. We can define a problem at the general, intermediate, or specific level (MacRae and Wilde, 1979). At the more intermediate level, the problem of interest to us might be how to deal with disruptive children in the classroom.
HOW POLICY IS ANALYZED Policies in public schools exist for many different reasons. Sometimes, the policies are based on a great deal of forethought, and sometimes they are almost knee-jerk reactions to problem situations. In either case, for us to better understand their impact on children, it would be helpful to develop some kind of a policy analysis strategy for comparing different alternatives to one another using some set of predetermined criteria. For example, we might want to examine the relative strengths and weaknesses from a policy perspective of mainstreaming handicapped children into the classroom rather than keeping them segregated, or the relative merits of including parents in all phases of an evaluation and treatment of a disturbed child.
